Incident information:
Officer Carvin and Officer Elmer Tripp had arrested a combative person and were attempting to place the arrestee into a cell at the county jail. Officer Carvin slumped to the floor in front of the women’s cell block on the second floor of the court house. Carvin and Tripp were attempting to jail a particularly hard-to-handle person whom they had taken into custody earlier in the morning. Tripp reported that his back was turned when Carvin fell to the floor. A physician was called but Carvin had expired.
